Code of conduct for Christian ministry

The issue of having a uniform code of conduct for all Anglican church workers in Australia must be resolved soon. This has been dragging out for years now, and you wonder what the Diocese’ that are holding out are hiding.
I struggle to understand why so many Diocese of the Anglican Church in Australia are not agreeing to a common code of conduct for all church workers.
Given the undeiable facts of sexual and other abuse that have taken place in the past (and no doubt continue to take place), why would any Christian stand in the way of a clear, transparent code of conduct to minimise that happening?

A member of my church is right in the midst of the campaign to see this happen. Fay Hansen (8:00am congregation) has been an abuse victim advocate for a number of years now, and she has been interviewed about this situation by Southern Cross. The article now online.
